Льготы, предоставляемые многодетным семьям в Петрозаводске и Республике Карелия
В Республике Карелия действует территориальный принцип предоставления льгот, то есть претендовать на преференции могут только те граждане и семьи, которые прописаны и постоянно проживают в регионе. Для некоторых привилегий минимальный срок такого проживания должен составлять 2 года. Это связано с тем, что в Республике большое количество семей нуждается в дополнительной помощи, будучи многодетными и малоимущими. В 2021 году льготы многодетным в Карелии предоставляются аналогично прошлогодним правилам и объемам.
Законодательное регулирование
Содержание
Как и в других субъектах Федерации, в Республике параллельно действуют и муниципальные, и государственные привилегии. Причем допускается одновременное получение помощи из обоих источников. Но запрещена выплата одноименного пособия дважды, поэтому льготник самостоятельно может выбирать, на какие выплаты претендовать.
Главный нормативно-правовой акт, регулирующий социальную политику в этом направлении, — Указ Президента РФ от 5 мая 1992 г. N 431 "О мерах по социальной поддержке многодетных семей", который фиксирует минимальный перечень льготных категорий населения, а также доступный список преференций. Нормами Указа закреплено, что локальные органы власти могут самостоятельно регулировать меры применения привилегий на территории своего региона.
В рамках Указ Президента РФ от 13.05.2008 N 775 (ред. от 13.12.2012) "Об учреждении ордена "Родительская слава" доступно вручение государственных наград родителям детей. Эти отличительные знаки служат основанием для дополнительных пособий. После появления в семье третьего и каждого последующего ребенка обязательно оформление повышенной денежной помощи, что фиксирует Указ губернатора № 606 от 07.05.2012 «О предоставлении одноразовых выплат при рождении третьего малыша».
Денежная помощь лицам, воспитывающим детей, предоставляется в рамках Федеральный закон от 19.05.1995 N 81-ФЗ (ред. от 29.07.2018) "О государственных пособиях гражданам, имеющим детей". Дополнительно принимаются во внимание постановления Правительства, на базе которых реализуется практика оформления тех или иных видов преференций.
Другие локальные и общефедеральные законы:
- Указ Президента РФ от 5 мая 1992 г. N 431 "О мерах по социальной поддержке многодетных семей";
- Указ Президента РФ от 13.05.2008 N 775 (ред. от 13.12.2012) "Об учреждении ордена "Родительская слава";
- Закон Республики Карелия от 16 декабря 2005 года N 927-ЗРК «О некоторых вопросах социальной поддержки граждан, имеющих детей (с изменениями на 26 декабря 2016 года)».
Какая семья считается многодетной в Карелии
Согласно статистическим сведениям, до 20% всех семей, проживающих в регионе, относятся к категории малоимущих. То есть малообеспеченная семья имеет доход, который не достигает уровня локального прожиточного минимума. И 90% из этих семейств — многодетные. Чтобы получить льготный статус в регионе, предстоит соответствовать таким условиям:
- семьей признается только пара, связанная узами законного брака (согласно статьям Семейного кодекса);
- воспитание минимум троих детей до 18 лет (исключение составляют отпрыски, которые служат в армии по призыву или обучаются на очном отделении в вузе);
- подтверждение родственных связей между родителями и всеми детьми (в Карелии учитывается как биологическое родство, так и юридическое усыновление, подтвержденное решением суда);
- пара проживает в регионе, прописка там всех членов семьи обязательна;
- малыши находятся на полном иждивении родителей, то есть при временном пребывании в образовательных учреждениях на государственном обеспечении дети не включаются в общее количество.
Важно! Если супруги претендуют на оформление выплат и пособий, как малоимущие, то дополнительно обязательно подтвердить официальное трудоустройство всех дееспособных членов семьи.
Какие льготы предоставляются многодетным в Карелии
Все виды привилегий можно разделить на несколько групп:
- локальные и государственные;
- финансовые и материальные;
- общие и адресные.
Что касается общефедеральных денежных компенсаций, то их сумма в Республике будет выше в силу принятых коэффициентов. Преимущественно это 1,15. Но также в некоторых районах можно рассчитывать на показатели в 1,4 и 1,5 единицы.
Что касается муниципальных преференций, то их получение доступно не только гражданам России, но также иностранным подданным и апатридам. Единственное обязательное условие — проживание лица в границах региона.

Оформляется только в отношении одного малыша, не достигшего возраста трех лет. И граничное время предоставления — достижение ребенком 3-летнего возраста. Получить помощь могут только пары, которые стали родителями после 1 января 2013 года. На данный момент размер выплат достигает 3 тысяч рублей |
| Компенсация школьникам | Супруги, на иждивении которых находится три и более ребенка, получившие звание малоимущих, могут ежегодно получать сумму дополнительных средств в размере 1000 рублей. Это пособие оформляется в пользу учащихся младшей школы за покупку канцелярии и формы |

Материнский капитал в 2021 году, предоставляется многодетным парам, если последний ребенок родился после 2012 года. Ныне объем выплат составляет 105 тысяч. Чтобы подать заявление на выплаты, нужно, дабы каждому малышу был минимум один год |

Кроме того, супружеские пары, оба родителя в которых младше 35 лет, могут претендовать на участие в региональной программе «Доступное жилье».
По сути, это процедура предоставления ипотечного кредитования на покупку недвижимости.
